On commercial work, documentation supports the product. On military and federal work, documentation is part of the product. A run of duct that was fabricated perfectly but cannot be traced back to a specific heat of material, a qualified welder, and an inspection record is not accepted, and rebuilding the paperwork after the fact is either impossible or expensive.
That changes how the job runs from the first day rather than the last. Material is received and identified against its mill certificate. Welders working to the applicable qualification are recorded against the work they performed. Inspection happens on the schedule the specification names, not at the end. The closeout package accumulates as the work happens.
It also changes what a realistic quote looks like. The documentation scope is real work with real cost, so it belongs in the RFQ rather than being discovered mid-project.
Four requirements that commercial work usually handles more loosely:

- Closeout documentation: A complete, organized record set delivered with the work rather than assembled from memory afterward.
